Hearing on Oak Grove Apartments scheduled for Planning Commission meeting end of month – Vacaville Reporter

A proposed apartment complex at the corner of South Orchard and West Monte Vista avenues, which has prompted much discussion over the last year, will return to the Vacaville Planning Commission for a special meeting scheduled for Feb. 28.

The current proposal by Hayward-based developer Eden Housing calls for a 60-unit, senior-restricted complex on a 2.11-acre site. The site plan includes a pair of three-story buildings with elevators, a roughly 3,800-square feet community room, community garden with walking paths and tables and 66 parking spaces.

The project was initially proposed under a “housing first” model with an emphasis on providing permanent housing for the unhoused, but this plan drew concerns from some residents and council members. The City Council had previously approved a zoning change request for this previous proposal but later voted 4-2 to formally request Eden downsize the project at its current location or explore other suggested sites.

Instead, Eden returned with a new proposal that was not centered around housing first but rather rent-restricted senior housing where units will be made available to those 55 or older earning 50 percent or less of the Area Median Income. The council later voted to approve the amended development, disposition and loan agreement.

Now, the commission will be considering a mitigated negative declaration, zoning map amendment, density bonus request and planned development request.
